Deputy Minister of Agriculture of Kyrgyzstan Detained on Corruption Charges in Livestock Export

Samrat Nasirdinov, Deputy Minister of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan, was detained on charges of involvement in organizing a corruption scheme. The investigation, conducted by the State Committee for National Security (SCNS) of the republic, links him to the illegal export of over 40,000 head of livestock, which, according to the investigation, led to rising meat prices in the country's domestic market.

According to the SCNS, in July 2025, the Ministry of Water Resources, Agriculture, and Processing Industry introduced quotas on livestock exports to ensure food security and stabilize prices in the domestic market. However, according to the SCNS department in the Jalal-Abad region, the Deputy Minister of Agriculture N.S.N., the director of the Veterinary Service K.U.S., and several other officials organized a corruption scheme. As part of this scheme, quotas were illegally issued to affiliated persons who were not actually engaged in livestock farming. Veterinary management employees falsified records of livestock ownership at the direction of officials, and the quotas were then sold to entrepreneurs at a price of $300 per head of cattle and 5,000 soms (approximately $57) per unit of small livestock.
"As a result of this corruption scheme, over 40,000 head of livestock were illegally exported to the neighboring Republic of Uzbekistan through the territory of the Jalal-Abad region, which became a factor in the rise of meat prices," the SCNS emphasized.
The officials and intermediaries mentioned were detained and placed in the SCNS pre-trial detention center in the Jalal-Abad region. An investigation is currently underway as part of the initiated criminal case.
In light of this incident and to further stabilize prices and support local farmers, the Ministry of Water Resources, Agriculture, and Processing Industry proposed introducing a six-month moratorium on the export of large and small cattle, as well as horses. Exceptions to the moratorium are provided only for transit operations, exports within the Eurasian Economic Union (EAEU), and several special cases. Reasons for the restriction include rising costs of feed and veterinary drugs, increased logistics expenses, and reduced meat imports due to sanctions, which have already led to a significant price increase in EAEU countries.

His academic path includes obtaining an MBA (Master of Business Administration) degree from the University of Nottingham (NUBS Nottingham University Business School) in Kuala Lumpur, Malaysia (2010-2013), as well as education in international relations at the Diplomatic Academy under the President of the Kyrgyz Republic (2010-2020) and accounting and audit at the Bishkek Humanities University (2006-2010). Mr. Nasirdinov also holds certificates in management and personnel management, obtained at the AIGPKR (2012, 2018) and in Stuttgart, Germany (2012).
His professional career began with private entrepreneurial activities in the United Arab Emirates and Kuwait (2002-2007). From 2007 to 2012, he was a representative and then business development director of NR Group International LLC in Kuwait, UAE, Malaysia, and CIS countries. From 2012 to 2018, he led the BioFarmHouse farm. From 2016 to 2019, he served as a Deputy of the 27th convocation of the Baitik Aiyl Kenesh of the Alamedin district of the Chuy region, resigning early in April 2019. In May 2019, he took the position of Deputy Director of the State Institution "Unaa" under the State Registration Service under the Government of the Kyrgyz Republic. From February 19 to December 9, 2021, he headed the National Statistical Committee of the Kyrgyz Republic. Since December 19, 2022, he has been the Deputy Minister of Agriculture of Kyrgyzstan.
