Transition to Updated EAEU Technical Regulations on Fat and Oil Products Completed
The updated version of the technical regulations came into effect on December 22, 2024, and included a 12-month adaptation period for manufacturers. During this time, the production and distribution of fat and oil products were allowed according to previously applicable standards. After December 21, manufacturers are required to fully comply with the new regulations.
The changes involve clarifying the definitions of food fat and oil products, requirements for labeling, production and transportation conditions, and eliminating ambiguous interpretations of certain provisions of the regulations. The EEC emphasizes that the transitional mechanism allowed the industry to adapt without abrupt regulatory disruptions.
However, an additional transitional period has been established for a specific requirement. This concerns the norm on the content of trans-isomers of fatty acids in non-tempered non-lauric cocoa butter substitutes. According to the updated technical regulations, from January 1, 2026, their share must not exceed 2% of the total fat content in the product.
Given that the basic transitional period ended earlier, a separate decision was made for this norm: until December 31, 2026, the production and distribution of such products are allowed without considering the new limitation, provided that valid conformity assessment documents are available.
Thus, regulation of the fat and oil sector in the EAEU is entering a full phase of implementing the updated requirements, while an additional regulatory "cushion" for adaptation is provided for the most sensitive positions in the industry.
