The Ministry of Agriculture of Russia has proposed extending the permission to import genetically modified soy into the country, provided that the feed produced from it is exclusively for export. The current measure was introduced by a government decree on June 12, 2025, and is set for one year from the date of official publication.
Russian Ministry of Agriculture Proposes Extending Permission for GMO Soy Import for Export Feed Production

The new project proposes extending the term for an additional two years, effectively suggesting maintaining the current regime for another year.

According to the document, six genetically modified soy lines are registered for food purposes in Russia, which are widely used in global agriculture and can also be used for feed production. These lines include A5547-127, FG72, A2704-12, MON87708, DAS-44406-6, and DAS-81419-2.

Meanwhile, the current Russian food security doctrine prohibits the import of genetically modified organisms for sowing, cultivation, and breeding within the country, as well as their circulation for these purposes. The proposed measure exclusively concerns the processing of imported raw materials with the subsequent export of the produced goods.

According to Rosstat, soy production in Russia continues to grow. In 2025, the total harvest reached 9 million tons compared to 7.1 million tons the previous year.
