India's Dairy Sector Secures Strong Protections in Trade Agreements

India's Commerce and Industry Minister, Piyush Goyal, has confirmed that the country's dairy sector remains well-protected in all Free Trade Agreements (FTAs) signed by the government. Goyal made this statement during a high-level corporate forum, highlighting the commitment to safeguard smallholder farmers and Micro, Small, and Medium Enterprises (MSMEs) from the impact of cheap agricultural imports.

The Indian government has consistently excluded sensitive dairy products from tariff elimination schedules in its trade agreements. This strategy is aimed at preventing the influx of low-cost, subsidized milk products from global conglomerates, which could potentially disrupt local dairy markets. The protection of the dairy sector is part of a broader national trade policy designed to insulate vulnerable agrarian communities from the fluctuations of international commodity markets.

Goyal emphasized that the livestock sector is an essential socioeconomic safety net for millions of Indian farming families. The domestic dairy infrastructure relies heavily on small-scale producers, unlike the large-scale industrial models prevalent in many Western countries. The introduction of zero-duty imports for products like butteroil or skim milk powder could result in significant price drops, threatening the viability of local cooperatives.

In addition to protective trade measures, the Indian government is investing in strengthening the domestic food processing industry. This includes modernizing cold-chain logistics, expanding collection facilities at the village level, and supporting technical upgrades for small-scale agribusinesses. Such initiatives are intended to enhance the competitiveness of the domestic market, helping it to meet growing national demand and adhere to international quality standards.

Goyal's policy statements reflect a strategic approach to balancing global trade integration with domestic food security. As India continues to negotiate future trade agreements, the protection of its dairy sector remains a critical priority for trade negotiators.
