Tax Changes in Mato Grosso Could Impact Artisan Cheese Production

The enactment of a new tax decree in Mato Grosso has placed artisan cheese production under scrutiny. The decree alters the tax framework for dairy products, potentially impacting small-scale producers and family-run agro-industries. State Deputy Gilberto Cattani raised concerns that the tax changes could hinder these producers, who have been gaining market presence through the appreciation of artisanal products.

During a session in the Legislative Assembly of Mato Grosso, Cattani expressed worries about the competitiveness of small-scale dairy products under the new tax regime. The deputy noted that the state had been building mechanisms to strengthen and expand market opportunities for rural producers. One such initiative is the Small-Scale Agroindustrial Inspection Service of Mato Grosso (SIAPP/MT), aimed at fostering the development of small agro-industries.

The primary concern revolves around the impact of the new taxation on the final price of artisanal cheeses. Cattani stated that the new tax incidence on establishments that previously did not collect ICMS could significantly raise the cost of artisanal cheeses. This, in turn, could widen the price gap between artisanal and industrial products, affecting consumer perception and choices.

The discussion is particularly relevant as the artisanal sector had been achieving positive results, with local producers receiving 29 awards in an international cheese competition featuring over 3,000 entries. This recognition is seen as a testament to the qualitative advancement of Mato Grosso's artisanal cheese production.

The debate over the tax changes is ongoing, with the decree, numbered 1.972/2026, already in effect. It highlights the broader issue of balancing tax revenue, competitiveness, and support for small agro-industries, particularly those focusing on artisanal differentiation.

Deputy Cattani has pledged to seek alternatives to mitigate the impact of the tax changes, reaffirming his support for artisanal producers. The dialogue continues as stakeholders in the dairy sector navigate the implications of this regulatory shift.
