Pasteurized milk remains one of the least affordable food items in Kyrgyzstan among the member states of the Eurasian Economic Union (EAEU). According to data from the EEC Statistics Department, as of February 2025, the average price per liter of milk in Kyrgyzstan stood at $1.15—substantially higher than in Kazakhstan ($0.80) and Russia ($1.00).

The EEC’s analysis also highlights significant disparities in consumer purchasing power. A typical resident of Kyrgyzstan can afford to buy half as much milk as a Kazakh citizen, and only a third as much as a Russian, assuming equal income levels. These figures underline the limited food accessibility in Kyrgyzstan, even for basic socially significant products.

According to fresh data from the National Statistics Committee, retail milk prices in early 2025 surpassed the threshold of 100 soms per liter for the first time. Milk with a fat content of 2.5–3.2%, a staple in local diets and subject to state price regulation, continues to show a persistent upward trend in cost.

Under the Law on Food Security, the economic accessibility of milk is considered a key indicator of the country’s food system resilience. Against this backdrop, experts are once again calling for targeted subsidies and price stabilization measures in the domestic market.
