Belarus Updates Minimum Export Prices for Milk, Meat, and Butter
The most significant changes affected butter: minimum prices have been revised and are now differentiated depending on the supply direction.
According to the document, for supplies to Russia, the minimum price for bulk butter with a fat content of 80% is set at 550 Russian rubles per kg. For packaged products or butter in consumer packaging — 620 rubles per kg. Butter with a fat content of 72–80% will be supplied at a price starting fr om 480 rubles per kg.
For the markets of the EAEU and CIS (excluding Russia), the minimum export price is set at 4.9 US dollars per kg, for countries outside the CIS — 4.5 dollars per kg. India is specifically mentioned, wh ere the minimum price is set at 3.5 dollars per kg.
In addition to butter, the decree establishes minimum export prices for a wide range of goods, including:

milk and cream, including condensed, with and without sugar;

beef (fresh, chilled, frozen) — in carcasses, half-carcasses, and various cuts.
The minimum export prices are mandatory for application from January 15, 2026. For contracts signed before this date but not yet fully executed, prices must be adjusted to meet the new requirements. Exceptions are possible only when the products have already been fully paid for or shipped.
