Touted as the largest facility in India for the production of curd, buttermilk, and yogurt, the plant was established at a cost of approximately ₹350 crore and is set to distribute dairy products throughout the Delhi–National Capital Region.

Shah highlighted the dairy sector's growth under Prime Minister Narendra Modi by noting a rise in milk production from 146 million tonnes to 239 million tonnes over 11 years and an increase in production from indigenous cows from 29 million tonnes to 50 million tonnes. This expansion connects eight crore farmers to the dairy sector, boosting per capita milk availability from 124 grams to 471 grams.

The Sabar Plant's extensive operations include daily production of 150 metric tonnes of curd, 10 metric tonnes of yogurt, 3 lakh litres of buttermilk, and 10,000 kilograms of sweets, serving farmers across Haryana and neighboring states. Referring to Gujarat's successful dairy cooperatives, Shah encouraged the adoption of scientific advancements seen in Gujarat to benefit Haryana farmers. He cited the large-scale involvement of women in Gujarat's cooperative dairies, generating an annual business of ₹85,000 crore.

Shah commended Haryana for consistently ranking high in per capita milk availability and outlined the national dairy cooperative expansion under White Revolution 2.0, which aims to establish over 75,000 new dairy societies. Additionally, government initiatives such as the National Gokul Mission and the National Artificial Insemination Program were mentioned to bolster dairy industry infrastructure and self-reliance.
