Vietnam has approved a comprehensive strategy for the dairy industry, aiming for significant growth by 2045. The plan involves increasing domestic milk production, enhancing processing capacities, and reducing reliance on imports.
Vietnam's Strategic Plan for Dairy Industry Growth by 2045

The Deputy Prime Minister of Vietnam, Bùi Thanh Sơn, has signed Decision No. 309/QĐ-TTg on February 23, which approves a strategy for the development of the dairy industry through 2030, with a vision extending to 2045. This strategy seeks to establish a sustainably developed dairy processing industry that encompasses a complete value chain, from the expansion of dairy herds to the production of high-value processed products.

According to the projections, by 2030, the dairy industry is expected to achieve annual growth rates of 12–14%, with processed liquid milk output reaching approximately 4.2 billion liters per year. Domestic fresh milk production is forecasted to be around 2.6 billion liters, covering 60–65% of the processing demand. Milk powder output is anticipated to grow by 7–8% annually, reaching about 245,000 tonnes, with per capita milk consumption at around 40 liters annually.

By 2045, the industry aims for an annual growth rate of 5–6%, with processed liquid milk output projected at about 9.7 billion liters and domestic fresh milk production at approximately 8 billion liters, satisfying 80–85% of processing demand. Milk powder output is expected to be around 415,000 tonnes, with per capita consumption targeted at 100 liters per year.

The strategy prioritizes creating a secure and safe dairy farming chain, aligned with international standards. It emphasizes the development of large-scale farms integrated with cooperative and household-based farming practices, aiming to boost the domestic raw milk supply and reduce import dependency.

Furthermore, product diversification and quality improvement are encouraged, along with the adoption of digital technologies, blockchain, and AI in management, traceability, and distribution to enhance productivity and efficiency. The strategy also includes promoting high-value dairy products, like formula milk tailored for different life stages, and supporting school milk programs focusing on fresh milk for disadvantaged areas.

Vietnam’s government is supporting large-scale dairy enterprises in expanding their herds, increasing raw milk output, and enhancing processing capacities using modern, automated technologies. The goal is to build competitive dairy corporations that can strengthen Vietnam's position in the regional and global dairy supply chains.
