U.S. Senate Introduces Discussion Draft of Agricultural Act of 2026
The U.S. Senate has taken a significant step in advancing the Agricultural Act of 2026 by releasing a discussion draft, as announced by Senate Agriculture Committee Chairman John Boozman. This move is crucial as the Senate aims to finalize the farm bill before the current Congressional session ends. The House of Representatives had passed its version of the bill in April, making the Senate's actions a pivotal part of the legislative process.
Members of the Edge Dairy Farmer Cooperative have expressed optimism regarding the draft, particularly due to several provisions that directly benefit dairy farmers. These include the reauthorization of the Dairy Indemnity Payment Program through 2031 and the removal of the sunset date for the Dairy Forward Pricing Program. Additionally, the draft proposes increased funding for Dairy Business Innovation Initiatives and mandates the reporting of dairy product processing costs.
Heidi Fischer, president of Edge Dairy Farmer Cooperative, highlighted the importance of these provisions, emphasizing the need for a comprehensive farm bill to provide stability and certainty for farmers amid challenging times. Fischer noted, "It has been nearly 8 years since a comprehensive farm bill was passed. Much has changed in our industry since then."
The cooperative has been actively engaging in bipartisan discussions with lawmakers to ensure these provisions are included in the final bill. The permanent authorization of the Dairy Forward Pricing Program is particularly significant, as it allows farmers to stabilize revenue amidst market volatility, where costs for feed, labor, and energy are unpredictable.
A portion of the farm bill was previously included in the One Big Beautiful Bill Act passed earlier this year. The final passage of the remaining components in the Agricultural Act of 2026 will secure critical farm and food programs for the next five years.
