The new regulation mandates a dual approval system for high-risk facilities, which includes meat and dairy processing plants. These businesses will be issued a 'conditional approval' and must pass comprehensive inspections to obtain a permanent operating license.

Additionally, the regulation requires food businesses to declare the sources of their meat products. This aims to improve traceability and ensure compliance with safety standards. Licensed professionals, such as food engineers and veterinarians, must be employed by food processing businesses to maintain quality and safety.

Consumers will benefit from increased transparency, as the status of food businesses will be displayed on product labels through establishment registration numbers. This facilitates public oversight and ensures that businesses adhere to the new standards.

The regulation also affects bakeries, grocery stores, and restaurants, which must register under the new system. Ready-meal service providers will need to obtain an official registration certificate before starting operations. Applications for registration will be reviewed, and on-site inspections will be conducted within 15 days to verify compliance.

Specific rules are also set for beekeeping and honey production, requiring production to occur in independent areas with dedicated equipment. Detailed records of hygiene practices, pest control, and employee health will be mandatory, subject to inspection by authorities.
