Those groups also said that higher input costs could place additional price pressure on consumers on both sides of the border. The dispute has implications for Mexico because production networks across the three countries are closely integrated. Changes in trade flows between the United States and Canada could lead to trade diversions, shifts in agricultural commodity reference prices and logistical adjustments affecting manufacturers in Mexico, according to the report.

The tariff warning comes before processes to review and assess the USMCA, adding to concerns over legal certainty in North American commerce. Private-sector specialists have identified formal dispute-settlement panels and renewed direct diplomatic contacts as mechanisms for addressing the disagreements and avoiding the introduction of punitive surcharges.
