Rosselkhoznadzor reported issues in Armenia's agricultural control system
The agency recalled that in 2019, Armenia underwent a government structural reform, which resulted in the dissolution of the Ministry of Agriculture. Its responsibilities were transferred to the Ministry of Economy. This ministry is now responsible for agricultural policy, agri-processing, livestock, veterinary services, plant cultivation, the use of pesticides and agrochemicals, organic farming, agricultural cooperatives, and fishing.
Rosselkhoznadzor stated that Russia remains the main market for Armenian agricultural products. However, according to the Russian agency, the products recently supplied from Armenia do not meet the phytosanitary requirements of the EAEU and Russia.
"Considering that Russia is the primary market for Armenian agricultural products and that the products supplied from Armenia recently do not comply with the phytosanitary requirements of the EAEU and Russia, it can be assumed that the Ministry of Economy of Armenia is not coping with the responsibilities assigned to it after the abolition of the Ministry of Agriculture," Rosselkhoznadzor reported.
As of May 22, 2026, Russia imposed temporary restrictions on the import of flowers from Armenia. Rosselkhoznadzor clarified that despite guarantees provided by the Armenian Food Safety Inspection Body, quarantine objects for the EAEU continue to be found in the shipments.
Additionally, from May 30, 2026, Russia is introducing temporary restrictions on the import of certain berries and fresh vegetables from Armenia. The restrictions apply to tomatoes, cucumbers, peppers, leafy greens, and strawberries.
