Kazakhstan Plans to Double Milk Production in Three Years
Since 2023, the country has implemented a preferential loan program for the construction of dairy farms with an interest rate of 2.5% per annum. Currently, the number of dairy farms has exceeded 100 units, with a total capacity of over 500 thousand tons of milk per year.
Over the next three years, 118 additional investment projects in dairy farming are planned. These are expected to contribute an additional 615 thousand tons of milk, effectively doubling current production volumes.
Simultaneously, the government is increasing support for the meat livestock sector. According to the Ministry of Agriculture, Kazakhstan's domestic market is fully supplied with beef, mutton, horse meat, and table eggs, while focus is shifting towards expanding exports.
In the first 11 months of 2025, meat exports increased by 24.8% to 91.3 thousand tons, up from 73.1 thousand tons the previous year. This includes a 59.1% increase in beef exports to 31.3 thousand tons and a 92.8% increase in mutton exports to 29.4 thousand tons.
Import substitution in the poultry meat segment is being achieved through the introduction of new production capacities. Over the past five years, poultry meat production in the country has grown by 157% — from 236.5 thousand tons in 2020 to 371.7 thousand tons in 2025. Three more major projects with a total capacity of 241.3 thousand tons are planned to be launched in the next three years.
The ministry notes that by 2029, the domestic market for dairy products and poultry meat will be fully supplied by local production, while conditions for export growth will be established.
Additionally, the implementation of the Comprehensive Livestock Development Plan for 2026–2030 aims to increase the cattle population to 12 million heads and sheep to 28 million heads. Meat production is expected to reach 1.8 million tons, milk — 4.2 million tons, and meat exports to double to 165 thousand tons.
