China's upcoming regulation banning reconstituted milk in sterilised milk products is set to challenge Vietnam's dairy export industry.
China's New Import Regulation on Sterilised Milk to Impact Vietnam's Dairy Exports
The Vietnamese dairy industry faces significant changes as China, a major market, will enforce a regulation from September 16 stipulating that only sterilised milk made from fresh raw milk will be accepted for import, eliminating the use of reconstituted milk. This new standard is part of China's Amendment Appendix No. 1 to its National Food Safety Standard for Sterilised Milk (GB 25190-2010), which removes technical requirements and labelling regulations tied to reconstituted milk. The use of fresh cow or goat milk is now mandatory for producing both UHT and pasteurised milk.

Consequently, Vietnamese dairy companies must urgently revise product formulations, processes, and packaging to comply with these changes. Most critically, as reconstituted milk constitutes a significant portion of Vietnam's dairy exports to China, the regulatory shift could hinder market access and competitiveness. The cost implications for adapting production lines and securing stable fresh milk supplies further exacerbate the situation.

While sterilised milk commands over 82.9% of China's liquid milk market, the import of Vietnamese unconcentrated milk to China was valued at $81,500 in the first five months of this year. The Domestic Market Development Department suggests proactive measures from the Ministry of Industry and Trade to manage and adapt to these regulatory adjustments, which could have a profound impact on Vietnam's dairy sector's ability to maintain its market share in China.
