SPOT from June 1: What Will Change for Businesses When Supplying Goods to Russia from EAEU Countries

Business representatives, government agencies, and industry associations from EAEU countries discussed the procedure for applying the Russian system of supply expectation confirmation — SPOT. The new system will be mandatory for moving goods to Russia from Eurasian Economic Union countries starting June 1, 2026.
SPOT from June 1: What Will Change for Businesses When Supplying Goods to Russia from EAEU Countries

The discussion took place at the Eurasian Economic Commission's platform at the initiative of the Kazakh side. More than 100 representatives from various economic sectors participated.

The SPOT system provides for the preliminary registration of the supply, the preparation of a document about the upcoming supply of goods, the payment of a security deposit for indirect taxes, and obtaining a QR code confirming the presence of necessary information in the system.

Representatives of the Federal Tax Service and the Federal Customs Service of Russia explained to participants the procedure for applying the new requirements and answered business questions related to the practical organization of supplies to the Russian Federation.

SPOT was introduced by the Federal Law of the Russian Federation dated April 17, 2026, No. 101-FZ "On the National System of Supply Expectation Confirmation," as well as accompanying changes to tax legislation. Since April 1, the system has been operating in a pilot mode, and its application will become mandatory from June 1.

According to the Russian side, the implementation of SPOT aims to increase the transparency of trade turnover, the completeness of indirect tax payments, and enhance the traceability of goods. Key control procedures will be moved to the stage before crossing the border.

For businesses, the main issues were the registration procedure in the system, the deadlines for document processing, the application of security deposits, as well as the potential impact of the new requirements on logistics and delivery times.

It was separately noted that the Federal Customs Service of Russia plans a phased and as gentle as possible approach to implementing the system. Mobile groups will operate at 30 checkpoints on the Kazakh-Russian direction and 11 sections of the Belarusian-Russian border to support participants in foreign economic activities.

For Kazakhstan, the launch of SPOT is of particular importance given the scale of trade with Russia. By the end of 2025, Kazakhstan's exports to the Russian Federation amounted to about $8.1 billion. A significant portion of supplies is carried out by road transport, which is directly affected by the new system.
