Puebla governor Alejandro Armenta announced a plan to restore and modernise former Liconsa milk collection centres across the state. The project is intended to reconnect small and medium-sized dairy farmers with formal collection, processing and institutional distribution channels while supporting fair prices.

Puebla governor Alejandro Armenta Mier has announced a programme to recover, rehabilitate and modernise former Liconsa milk collection centres in the state. The facilities now operate under the Leche para el Bienestar scheme. The plan covers infrastructure that is no longer in use and is intended to link small and medium-sized producers more directly with formal dairy supply chains.

The technical work is to include the restoration of cooling tanks, laboratories for physicochemical testing and hygienic storage systems. These facilities are located in Puebla’s main dairy-producing areas. The programme is intended to restore cold-chain capacity at collection points, preserve the milk’s fat and protein content, and maintain the safety of the raw material.

The state government also says that improved collection and refrigeration would reduce losses caused by acidification. Recovered centres would support the movement of milk to pasteurisation and dehydration plants. The announced measures therefore cover collection, testing, storage and transport rather than only the repair of individual buildings.

Economically, the initiative is linked to the federal guaranteed-price schemes. The government says this connection would provide greater price certainty and immediate liquidity for producing families. It also presents the centres as a means of reducing the role of unfavourable intermediaries and limiting price speculation that has affected the profitability of farming in Puebla.

The project is expected to be coordinated with rural-development agencies and to include technical training, genetic improvement and animal-health programmes. Proposed advice would cover good milking practices, balanced nutrition and the prevention of diseases including mastitis. The stated aim is to help production units meet the requirements for institutional supply and formal markets with higher value-added products.

According to the announcement, the rehabilitation effort forms part of Puebla’s role in the dairy-producing region of central and southern Mexico. It is also aligned with national policies on food sovereignty and self-sufficiency. The government says the restored public infrastructure would support rural communities and the supply of fluid milk to vulnerable groups.
