Villagrán, Guanajuato, is processing plans for a third outlet under the federal Leche para el Bienestar programme. The proposed site would serve the rural communities of Sarabia and Mexicanos after strong demand at a recently opened facility in El Rehilete.
Villagrán Plans a Third Social Milk Outlet

Local authorities and community organisers are coordinating the validation process with Leche para el Bienestar, the federal body responsible for the programme. The proposed outlet would extend the municipality’s distribution network beyond the recently opened module in the El Rehilete neighbourhood and provide access closer to rural households.

The programme sells liquid and powdered milk at preferential prices of 4.50 and 7.50 pesos per litre. Those rates compare with more than 25 pesos a litre for some products in self-service shops. The proposed expansion is intended for low-income families and vulnerable groups that face transport costs and logistical difficulties when travelling to the municipal centre.

Officials expect the additional site to make it possible to register hundreds of new beneficiaries during the final quarter of the fiscal year. The opening of the El Rehilete module generated demand that accelerated administrative work on the third location. Organisers have also cited the need to reduce queues and temporary shortages at existing distribution points.

Supply and processing

The supply chain relies on collection centres and processing facilities in the Bajío region, including sites in Juventino Rosas, Celaya and Valle de Santiago. Raw milk is held in insulated tanks at about 4°C before packaging. The facilities handle both short-life liquid milk and fortified dried milk containing iron, zinc and vitamins, a format intended to last longer in households with limited refrigeration.

Neighbourhood outlets are used to move stock closer to beneficiaries and manage weekly allocations made through beneficiary cards. The premises for a new outlet must be validated by the federal agency so that the product remains under hygienic control until it reaches consumers. In Sarabia, the use of community premises would avoid the cost of renting commercial space or constructing a new building, according to the source.

Costs and producers

The distribution model combines municipal and private support for physical facilities with federal funding for the subsidy and the product. The programme’s operating costs include milk drying, road freight and aseptic packaging. The source also says that expanding the beneficiary register requires budget allocations to cover the difference between the prices charged to consumers and industrial processing costs.

The proposed expansion is linked to the supply of milk from producers in the Bajío. A guaranteed price of 11.50 pesos per litre is cited for local dairy farmers. Their expenses include maize silage, baled alfalfa and compound feed. The source says that regular payments to supplying farms are important for maintaining deliveries to regional collection centres. It also identifies socioeconomic surveys as the mechanism for targeting public support at households with limited access to affordable protein.
