US Dairy Program Expansion to Include Whole Milk and Cheese

The Dairy Nutrition Incentive Program (DNIP) is expanding its coverage to include a wider range of dairy products that can be purchased at a discount by participants of the Supplemental Nutrition Assistance Program (SNAP). Previously, federal incentives under the Healthy Fluid Milk Incentive (HFMI) framework were largely confined to non-fat and low-fat fluid milk options. The revised DNIP model now allows discounts for whole milk, 2% reduced-fat milk, cheese, and cultured dairy products such as yogurt and sour cream.

This expansion is designed to align with current nutritional science and consumer preferences that favor full-fat and fermented dairy products. By offering more variety in discounted dairy products, the program aims to help lower-income families maximize their nutrition assistance budgets.

Industry advocates highlight the potential public health benefits, as most Americans do not meet recommended daily dairy intake levels. By removing financial barriers, particularly in popular categories like cheese and yogurt, the program is seen as a strategic effort to promote healthier dietary choices.

From an economic standpoint, the expanded federal incentives are expected to generate increased commercial demand for U.S. dairy producers and processing facilities. By directing food assistance benefits towards more dairy categories, the program assists in absorbing raw milk supplies, thus boosting domestic production volumes and supporting economic returns at the farmgate level.
