U.S. Milk Powder Imports Impact Dairy Sector in Tamaulipas

The dairy industry in Tamaulipas, Mexico, is facing significant challenges due to increased imports of milk powder from the United States. These imports have led to a reduction in local milk prices, causing numerous commercial dairy farms in areas such as Ciudad Victoria to close down. Despite favorable conditions for forage production, local dairy producers are struggling to maintain operations.

According to José Guerrero Gamboa, president of the Unión Ganadera Regional de Tamaulipas (UGRT), the influx of low-cost dried milk from the United States is the primary barrier to the development of the local livestock sector. The availability of cheap imported milk powder has not only depressed prices but also forced the closure of multiple dairy farms and limited the expansion of those that remain operational.

The shift in the local dairy landscape has been drastic, with regions like Aldama and El Mante now becoming the main centers of dairy activity. Here, small livestock organizations focus on supplying raw milk to local cheese producers. Historically, Tamaulipas has been oriented towards beef production and the export of live calves to the U.S. market, which offered more predictable and higher economic returns.

Recent rainfall has improved pasture conditions, raising the availability of low-cost green forage. This situation presents an opportunity for diversification for local livestock farmers who could engage in dairy production to reduce risks. However, without fairer market conditions, particularly regarding the pricing of local raw milk against imported milk powder, the reactivation of the local dairy sector remains constrained.

The UGRT highlights the necessity of regulating the trade imbalance to ensure the economic sustainability of the dairy sector in northeastern Mexico. Establishing a more equitable market environment is deemed essential for the viability of local milk producers.
