Distribution constraints in Tamil Nadu’s cooperative dairy system have led to repeated stockouts at city retail booths and franchise parlours. Daily consignments of subsidised liquid milk are frequently exhausted three to four hours after delivery. The shortages affect early-morning wage earners, small businesses and street vendors that rely on regular supplies.

Consumers who cannot obtain cooperative milk at public outlets are turning to private-label products. These alternatives cost between 7 and 15 rupees more per unit, according to the source. The difference is particularly relevant to households and small commercial users buying milk during the morning trading period.

Private processors have also raised the prices of their liquid-milk products. Those increases have widened the gap between subsidised cooperative milk and commercial brands. When public supplies run out early, buyers face the higher private-market prices rather than the lower prices available through the cooperative network.

The supply pressure begins with procurement difficulties faced by the state’s collection pools and processing unions. The pools have struggled to retain primary milk suppliers as cattle-feed expenses have risen, seasonal fodder has become less available and private dairy companies have offered stronger purchasing incentives on village collection routes.

Farmgate purchase benchmarks were recently increased in an effort to discourage farmers from leaving the cooperative supply system. Despite that adjustment, public processing plants continue to run below their optimal capacity. This limits the amount of fluid milk available for urban packaging and contributes to restricted deliveries at retail outlets.

The shortages have continued during the current marketing campaign. The combination of constrained procurement, underused public processing capacity and limited deliveries has left cooperative outlets unable to meet regular morning demand in parts of the state. Retail users therefore face either an early purchase of subsidised milk or a later purchase of more expensive private products.
