Mexico's SADER restructures to improve public spending efficiency by removing Segalmex's operations in milk and fertilizer programs.
SADER Realigns Agricultural Programs for Efficiency
The Secretaría de Agricultura y Desarrollo Rural (SADER) in Mexico has undertaken a significant administrative reorganization. It has eliminated key operational roles from Seguridad Alimentaria Mexicana (Segalmex) in managing the 'Leche para el Bienestar' and 'Fertilizantes para el Bienestar' programs. This move, formalized in the Diario Oficial de la Federación, is aimed at promoting government austerity and operational efficiency in public spending.

By centralizing functions, the restructuring seeks to simplify the execution of impactful agricultural policies. In the dairy sector, this change means that control of the 'Leche para el Bienestar' program, including the critical purchase of raw milk at guaranteed prices, is transferred to another entity involved in the merger. The initiative follows previous management controversies and accounting transparency issues.

Dairy producers and economic analysts hope that this shift will lead to smoother collection and payment processes, ensuring economic certainty. Similarly, the 'Fertilizantes para el Bienestar' program, essential for the country's agricultural productivity, will also transition to a new structure. Key logistical challenges and delivery delays previously threatened the food self-sufficiency goals.

SADER aims for the new administrative setup to enhance the supply chain, ensuring timely delivery to producers of essential grains. Segalmex's functions will now be managed by 'Alimentación para el Bienestar, S.A. de C.V.', which is expected to emerge as a central player in social food programs. This administrative merger seeks to eliminate redundant functions and leverage logistical synergies, aligning with the overarching goal of promoting food self-sufficiency.
