Rosselkhoznadzor Enhances Biosecurity Measures for Private Farms

Rosselkhoznadzor, alongside the Ministry of Agriculture and business representatives, is working to enhance the level of biological protection in private and small-scale farms. This was reported by Konstantin Savenkov, Deputy Head of Rosselkhoznadzor, in an interview with Agroexpert.

According to Savenkov, one area of focus is adjusting regulatory requirements. The agencies and industry participants are also considering the accountability of animal owners for risks associated with the spread of diseases.

Savenkov noted that large animal husbandry complexes generally maintain a high level of biological protection. Measures are in place in such farms to reduce the risks of introducing and spreading infections, although specific measures were not specified in the interview.

The Deputy Head of Rosselkhoznadzor particularly highlighted the keeping of animals in private farms, by individual entrepreneurs, and in peasant farms. According to his assessment, the conditions in these types of farms may pose additional epizootic risks.

The report does not provide specific timelines for the preparation of changes, a list of planned regulatory acts, or parameters of possible requirements. It also does not clarify which particular duties of animal owners might be modified or what measures of accountability are anticipated.

Savenkov emphasized that future measures should be understandable to farm owners. At the same time, he stated, they should account for the responsibility for the risks of disease spread. The work on enhancing biosecurity continues with the involvement of Rosselkhoznadzor, the Ministry of Agriculture, and business.
