Milk Production in Kazakhstan Increased by 550 Thousand Tons in 2025 - 4.7% Compared to Last Year
Export of processed agricultural products from January to September this year reached $2.5 billion, which is 32.4% higher than last year. The milling and fat-and-oil industries made the greatest contribution.
The minister provided dynamics for key processing segments:
- Flour: 2.8 million tons (+7%)
- Vegetable oil: 726 thousand tons (+21.7%)
- Dairy products: 550 thousand tons (+4.7%)
- Groats: 239 thousand tons (+10%)
- Sausage products: 65.1 thousand tons (+7.8%)
Aidarbek Saparov reported that processing is included in the concessional lending areas under the SKO model at 2.5% per annum. Since 2024, working capital financing has been provided at a 'clean' 5%—around 100 enterprises have already been supported with a total of 44.3 billion tenge, and next year the program budget will increase 1.5 times.
To attract investors, the share of cost reimbursement has been increased:
- for sugar and eggs — 40%;
- for deep processing products — 50%.
There are three enterprises in the country with a capacity of 510 thousand tons per year, producing starch, gluten, molasses, and bioethanol. By 2028, five large complexes with a capacity of 4.8 million tons will be built, with investments amounting to $2.6 billion and creating 3.3 thousand jobs.
The production line is expanding with amino acids, syrups, and vitamins, while raw material supply will be formed as part of corn crop diversification.
In 2025, 29 projects were introduced worth 66.2 billion tenge, including:
- “Altay-May” (East Kazakhstan Region) — processing 169 thousand tons of oilseeds,
- KAZFELTEK (Aktobe Region) — wool processing,
- GREEN GOLD ILYICHEVKA FACTORY (North Kazakhstan Region) — feed mill with a capacity of 500 thousand tons,
- Kaz EcoMeat (Turkestan Region) — processing 20 thousand tons of meat,
- launch of mare's milk production by “Sever Agro LTD” (North Kazakhstan Region).
For 2026, the implementation of 50 projects worth 394 billion tenge is planned, and for 2027 — 26 projects worth 874 billion tenge, including major investments by PepsiCo, Mars, Tiryaki Holding, Dalian Hesheng Holding Group, and KazEggs.
According to the ministry, 648 enterprises use digital tools, including 105 core companies in the processing sector.
Work is being done within the framework of a single platform EAPK, which integrates subsidies, land management, logistics, product traceability, and laboratory control. The central data repository Data Lake will allow integrating government systems and applying artificial intelligence tools.
