Philippines Allocates Nearly PHP 500 Million for Dairy Farming to Boost Milk Sufficiency

The National Dairy Authority (NDA) of the Philippines is allocating nearly PHP 500 million for the development of four dairy cattle breeding farms in Luzon and Mindanao, aimed at increasing local milk production. The NDA announced that it has earmarked a total of PHP 498 million to establish these breeding farms, which are expected to be operational by next year and completed by 2025.

The government has designated four properties for these farms: a 50-hectare site within the Peñaranda River Forest Reserve in General Tinio, Nueva Ecija; a 50-hectare and a 15-hectare property in Malaybalay City, Bukidnon; and a 35-hectare property in Carmen, South Cotabato, Bukidnon. Each facility will have a capacity for 150 cattle.

The NDA, a government-owned and controlled corporation attached to the Department of Agriculture (DA), is responsible for developing these properties for dairy farming and forage development as per Department Order No. 11.

Agriculture Secretary Francisco Tiu Laurel Jr. emphasized the potential of the dairy industry to quickly enhance the farm sector's economic contribution and address provincial malnutrition. "Increasing the number of cattle in the milking line will immediately boost production," he said in February.

The NDA aims to raise the country’s milk sufficiency by 5%, targeting the production of 80 million liters by 2028. In 2023, the Philippines produced 29.1 million liters of milk, a decline of nearly 4% from the previous year, according to the Philippine Statistics Authority. Currently, the country imports 99% of its dairy needs, primarily from the US and New Zealand.
