Misantla Expands Leche para el Bienestar Coverage for Vulnerable Families

The municipality of Misantla organised the enrolment campaign on August 31, 2026, through its Sistema DIF Municipal and in coordination with representatives of Mexico’s Secretariat of Agriculture and Rural Development, known as Sader. The operation was designed to register households locally and reduce the need for residents to travel to complete administrative procedures.

Priority was given to groups identified as being in vulnerable socioeconomic conditions. The registration covered children from six months to 12 years old, pregnant or breastfeeding women, older people, and residents with disabilities or chronic illnesses.

Those accepted into the programme are to receive a monthly allocation through authorised distribution points and community dairies in the municipality. The milk is described in the report as fluid, pasteurised and fortified, and is sold at a subsidised price.

The product contains iron, zinc, calcium, folic acid, and vitamins A, C and D, according to the programme description cited by the municipality. The report says the formula is intended to supplement the diets of households facing nutritional shortages, including children, older adults and families in rural communities.

The local and federal authorities are using territorial registration points as part of the programme’s social-supply arrangements in peripheral and rural areas of Veracruz. The municipality said the subsidised price reduces household spending compared with retail milk prices, although no specific price or saving was provided.

The Misantla operation forms part of the Mexican government’s stated objective of reaching 10m beneficiaries by 2030. The programme is supplied with domestically produced milk and is linked to purchases from small and medium-sized dairy farmers through the government’s Guaranteed Prices scheme, according to the report.
