During the first half of 2026, Mexico's government-run program 'Leche para el Bienestar,' under the Ministry of Agriculture and Rural Development, significantly expanded its operations. The program added 500,643 new beneficiaries, bringing the total number of active participants to 7,768,305 nationwide. This expansion aligns with the administration's focus on improving food security and access to quality products for vulnerable populations.

Over this six-month period, the program distributed 312,413,556 liters of milk, reaching 90% of the national territory by operating in 2,231 municipalities. The product distribution included 216.4 million liters of fluid milk, accounting for 69.3% of the total, and 96 million liters equivalent in powdered milk, representing 30.7% of the total. The program, as the largest institutional buyer and distributor of dairy in Mexico, helps to stabilize consumer prices amid market fluctuations.

To support its operations, the program launched 315 new dairy outlets nationwide. Of these, 213 were integrated into the 'Tiendas del Bienestar' network managed by 'Alimentación para el Bienestar.' This strategy enhances logistical efficiency by utilizing public spaces and inter-institutional cooperation, thereby reducing last-mile delivery costs and improving access in peri-urban and rural areas.

The program maintains a differentiated subsidized pricing scheme aimed at promoting social and regional equity. In 552 priority municipalities characterized by high levels of marginalization, the price is set at 4.50 pesos per liter. In key social regions such as Chiapas, Guerrero, and Oaxaca, the milk is sold at 6.50 pesos per liter, while in other areas of Mexico, the price is 7.50 pesos per liter. This pricing strategy serves as a buffer against inflationary pressures on basic food items.

These results reaffirm 'Leche para el Bienestar's' role as a counter-cyclical actor and regulator in the Mexican dairy market. By strengthening its extensive distribution network, the program not only provides a direct outlet for domestic dairy production but also ensures the supply of essential nutrients to millions of families. As the program moves into the second half of the year, it aims to continue optimizing its operations and expanding its infrastructure.
