China Strengthens Food Safety Law

Key Changes

  • Control over infant formulas. The law introduces stricter regulations regarding liquid infant formula products. Manufacturers are required to adhere to registered formulations and technical standards. The release of such products in packaged form is prohibited.

  • Transportation of liquid products. A licensing system is introduced for the bulk transportation of liquid food products by road. The responsibilities of shippers, consignees, and carriers are defined.

  • Accountability for documentation. Organizations and individuals are prohibited from falsifying transport documents and container cleaning certificates. Severe penalties are imposed for violations.

The Food Safety Law has been in effect in China since 2009. It was previously revised in 2015 and amended in 2018 and 2021. The current edition is the most comprehensive update in recent years, reflecting the state's growing demands for quality control in the food supply chain.
