Kazakhstan Signed 25 Agreements Worth 4.4 Trillion Tenge
The investment agreement mechanism has been in place in Kazakhstan since 2021 and applies to projects worth more than 32 billion tenge. In 2024, six agreements were concluded, and in 2025, 30 agreements worth about 11.2 trillion tenge were made. The projects cover pharmaceuticals, energy, metallurgy, the agro-industrial complex, infrastructure, and healthcare.
Since 2025, capital attraction has been organized through a three-tier system: regions compile lists of priority projects and conduct targeted investor searches. For permitting procedures and obtaining state support, a Fast Track system is in place. Investment headquarters operate in the regions, and a "prosecutor's filter" is intended to reduce unreasonable pressure from regulatory authorities.
Since December 2024, projects have been monitored through the National Digital Investment Platform. A unified center, Kazakhstan Investment House, is planned to be established based on Kazakh Invest, operating on a "one-stop-shop" principle. A mechanism for "investment orders" related to import substitution and export tasks is also being developed. The Ministry of Foreign Affairs has prepared a draft of changes for launching the "Golden Visa"; amendments to migration legislation will be required for its introduction.
From 2019 to 2025, investments in fixed capital increased from 12.6 trillion to 23.5 trillion tenge. Investments in manufacturing grew from 1 trillion to 3 trillion tenge, with its share in the total volume of investments rising from 8.1% to 12.7%. The gross inflow of foreign direct investment in 2025 amounted to 20.5 billion dollars, with investments in the manufacturing sector increasing by 47.4% to 1.4 billion dollars. In the extractive industry, the figure decreased by 47%, or by 3 billion dollars.
KAZAKH INVEST's portfolio includes 215 projects worth 78.6 billion dollars, expected to create over 88,000 jobs. Of these, 93 projects worth 32.2 billion dollars are already being implemented, while 122 projects worth 46.4 billion dollars are in the planning stage. In 2025, investments from the UAE reached 1.6 billion dollars, compared to 762.7 million the previous year; inflows from Qatar amounted to 1.3 billion dollars, and from Singapore, 1.4 billion dollars. According to the UN ESCAP, Kazakhstan attracted 19 billion dollars in new projects in 2025.
The Astana International Financial Centre attracted 26.3 billion dollars by July 2026 and registered over 6,000 companies from more than 90 countries. Its infrastructure includes the Astana International Exchange, Court, and International Arbitration Centre. AIFC participants contributed 353.7 billion tenge in taxes to Kazakhstan's budget and provided employment for 10,000 people within the center's ecosystem.
In the pharmaceutical sector, the government approved four new productions in January 2026 with a total value of 173 billion tenge. The country plans to localize the production of 356 medicines. Among the projects are the "AltINFARM" plant in Almaty for 58.5 billion tenge, the AO "Nobel Almaty Pharmaceutical Factory" complex for 39.2 billion tenge, the "Abdi Ibrahim Global Pharm" enterprise in the Almaty region worth 39 billion tenge, and the high-tech "MSP-ROMPHARM" plant in the Turkestan and Almaty regions for 36.7 billion tenge. In Shymkent, AO "Himfarm" is investing 39.5 billion tenge in expanding production and creating 300 jobs.
In the agro-industrial complex, Dalian Hesheng Holdings is building a wheat processing complex worth 739 million dollars. The company will produce gluten, starches, and amino acids. Fufeng Group is investing 340 million dollars in corn processing in the Zhambyl region, with a launch planned for September 2026. Tiryaki Agro plans to invest about 320 million dollars in a grain and legume processing complex. Mars is building a pet food plant in Alatau city for 160 million dollars, PepsiCo is investing 368 million dollars in salty snack production, creating up to 900 jobs, and Carlsberg Group is investing 344 million dollars in a new beverage plant in the Almaty region.
In Ekibastuz, a site for data centers, cloud services, and artificial intelligence infrastructure is being developed. Its area has been increased from 200 to 1,400 hectares, and energy capacity is expected to increase gradually from 300 MW to 1 GW. The expected investment volume is estimated at about 30 billion dollars. In June 2026, Firebird and NVIDIA signed a package of agreements worth 10 billion dollars: Firebird acts as an investor, and NVIDIA as a technology partner. In the Karaganda region, a metallurgical coke plant project with a capacity of 1 million tons per year, costing 63.6 billion tenge, is also being implemented, providing up to 500 jobs.
