Kazakhstan has restricted the re-export of Russian grain to China and Uzbekistan until the end of the year

Kazakh Prime Minister Olzhas Bektenov announced the ban on the re-export of Russian grain to China and Uzbekistan. This is how the country is trying to protect the domestic market, reports Ulysmedia.kz .

According to him, this decision is related to the ban on wheat imports fr om third countries and the countries of the Eurasian Economic Union (EAEU) to protect the domestic market.

"It should be noted that earlier, in order to protect the domestic market, Kazakhstan imposed a ban on wheat imports from third countries and the EAEU until the end of 2024, which limited the re—export of Russian grain to the Republic of Uzbekistan and the People's Republic of China," he explained.

Negotiations on restrictions
Bektenov also spoke about the progress of negotiations with the Russian side on the cancellation of transit of Kazakh grain.

On November 1, an online meeting was held between the parties, wh ere issues of integration of information systems in the field of veterinary supervision and plant quarantine, as well as cases of delay in transit of crop products by the Rosselkhoznadzor, were discussed.

— As a result, a decision was made to work out together with the Russian side issues on restrictions on Kazakh crop production, — said Bektenov.

The Prime Minister explained that one of the ways to protect the rights of Kazakhstani exporters is the possibility of applying to the court of the Eurasian Economic Union to resolve disputes. Kazakhstanis can also independently challenge the actions of the Rosselkhoznadzor, relying on Russian legislation.

Currently, Kazakh agricultural products are transported along the following railway routes: "Kazakhstan — Turkmenistan — Iran" (Incheburun) and "Kazakhstan — Uzbekistan — Turkmenistan — Iran" (Serahs), with subsequent direction to Iran and through its port Bandar Abbas to the Persian Gulf countries.

History
The Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation imposed a temporary ban on the import of several types of agricultural goods from Kazakhstan on October 17, 2024. Transit of wheat, lentils and oilseeds through the territory of Russia is allowed, but for this you need to issue a phytosanitary certificate for the country of final destination and transshipment of grain immediately from wagons to the holds of the vessel.

At the same time, the supply of tomatoes, peppers, sunflower seeds and melons from Kazakhstan is completely prohibited, even for transit.

Phytosanitary control
Earlier, the Rosselkhoznadzor asked the Kazakh authorities to strengthen phytosanitary and documentary control over products imported into the Russian Federation. The deputy head of the organization, Yulia Shvabauskene, expressed concern about the increased detection of quarantine objects in imported Kazakh fruit and vegetable products.

Plant quarantine
Also, in the first half of 2024, the Rosselkhoznadzor detected 224 cases of violations of the EAEU legislation in the field of plant quarantine in the Russian-Kazakh section of the border.

“In particular, products are supplied from Kazakhstan without phytosanitary certificates, labeling on the package or its non–compliance with quarantine requirements and (or) information from the phytosanitary certificate,” the release says.

The Rosselkhoznadzor appealed to the Kazakh authorities to conduct an official investigation into all the revealed facts and take appropriate measures.

Ban on imports from Russia
On July 26, 2024, at a meeting of the interdepartmental commission on foreign trade policy, it was decided to temporarily ban the import of wheat by all means of transport from third countries and the EAEU countries until December 31, 2024. The only exception is transit deliveries through the territory of Kazakhstan.
