Investigation Launched into Administrative Lapses at Harichand Cattle Farm
The Harichand cattle farm, a government-owned facility in Pakistan's Charsadda district, is undergoing an official investigation due to significant administrative and operational discrepancies. This action was prompted by a report reviewed on January 13, 2026, by Livestock Secretary Zareeful Mani, highlighting issues uncovered during a recent inspection.
The farm, which spans over 500 acres, is intended to serve as a leading center for cattle breeding, milk production, and semen processing. However, inspectors reported that the facility was not meeting expected standards, citing instances of proxy attendance, incomplete milk production data, and a general lack of cleanliness and biosecurity.
A three-member committee, led by Deputy Secretary Ishaq Ahmad, has been formed to address these problems. The committee is tasked with auditing administrative and financial records, identifying procedural failures, and recommending reforms. The inspection noted that only two out of 40 staff members responsible for cleanliness were present during the visit, with several cases of suspected 'ghost workers' on payrolls.
Furthermore, infrastructure at the farm was found to be in poor condition, with non-functional milking parlours and dilapidated cow sheds. A missing power generator valued at Rs5 million raised concerns about internal controls and inventory management. The credibility of milk production and sales figures was also questioned due to a lack of proper reconciliation between data and revenue records.
The report emphasized risks to animal health due to poor cleanliness and weak biosecurity, potentially leading to disease outbreaks. In response, Livestock Secretary Mani has directed immediate corrective measures, including improved sanitation, enforcement of biosecurity protocols, and the implementation of a digital attendance system.
The fact-finding committee has been instructed to complete its investigation promptly, with potential implications for broader reforms across similar facilities in the province.
