Diconsa Must Clarify $260 Million Irregularities

Diconsa is under scrutiny as the Superior Audit of the Federation (ASF) has highlighted significant financial irregularities amounting to over 260 million pesos. These discrepancies include unaccounted entry of maize and beans to their warehouses and unverified service payments.

Unaccounted Payments and Irregular Activities

The audit points out that in 2023, Diconsa allegedly misused funds for fuel charges to vehicles that were either unregistered or out of service. This raised suspicions about the allocation of resources, as the lack of operational logs and vouchers made verification impossible. Moreover, a striking number of fuel fillings were linked to inactive vehicles, indicating operational negligence or fraudulent activities.

Excessive and Unsubstantiated Contracts

The ASF also noted that Diconsa paid Grupo Pelmu, S.A. de C.V., over a million pesos without justified delivery records or maintenance documentation. Furthermore, transportation services costs for maize shipments lacked contractual clarity, leaving 181 million pesos in unclear expenses.

Liconsa's Alarming Financial Oversights

Diconsa's affiliate, Liconsa, faces allegations for payments made to deceased vendors and breaching the Guaranteed Prices program. It failed to validate over 45 million pesos, including payments exceeding the maximum yield thresholds for milking cows and acquiring milk from providers who were no longer alive according to the National Population and Identity Registry.

Such revelations have prompted calls for transparency and rectification from the involved entities. As of now, both Diconsa and Liconsa are under pressure to address and clear these substantial fiscal anomalies.
