Belarus Plans to Build at Least 73 Dairy Complexes in 2026–2028

The list of organizations that will participate in the investment projects will be determined by the Council of Ministers of Belarus based on proposals from regional executive committees.

The decree establishes the conditions for the implementation of projects and the requirements they must meet. The maximum amount of funding for a single investment project is set at up to 27 million Belarusian rubles.

To accelerate construction, certain provisions of decree No. 46 of January 31, 2025, 'On the specific features of construction and commissioning of facilities', are allowed to be applied. It is expected that this will help reduce the implementation time of the projects and lower their costs.

The document also introduces personal responsibility for officials for untimely or improper fulfillment of the established requirements. In certain cases, the responsibility could be up to criminal liability.

Additionally, the decree specifies the sources of funding for the construction of dairy complexes for the year 2026.
