On February 27, 2025, the House Ways and Means Committee gathered to explore strategies for expanding trade, with a focus session on the challenging realm of dairy exports. Key attention was directed at the Canadian dairy export policies and how they intersect with trade agreements.

Gregg Doud, the former agricultural trade ambassador and current president and CEO of the National Milk Producers Federation, highlighted the necessity for rigorous trade enforcement to ensure fair market access. Doud, speaking at the hearing, emphasized that about 44% of U.S. dairy exports are shipped to Canada and Mexico.

Doud was candid about the challenges U.S. dairy exporters face with Canada, stating that despite historical agreements, Canada frequently attempts to undermine previously agreed-to market access stipulations. Doud criticized Canada's use of manipulative tariff rate quota policies, which he claims subvert the United States-Mexico-Canada Agreement (USMCA) by limiting U.S. market access and allowing surplus Canadian dairy protein to be sold at low prices globally.

Aside from Canada, Doud also spotlighted trade imbalances with the European Union, pointing out that the EU exports $3 billion worth of dairy to the U.S. while U.S. exports to the EU stand at $167 million, underscoring the asymmetries in global dairy trade.
