State Support for Russian Dairy Industry Increases in 2025
The Russian government allocated over 80 billion rubles to support the dairy industry in 2025, a 1.5-fold increase compared to 2024, Deputy Prime Minister Dmitry Patrushev announced at the 16th congress of the Union of Milk Producers in Moscow.
"Of course, there will always be those who are dissatisfied and claim that even 80 billion is not enough. But the facts speak for themselves: no other sector of the agro-industrial complex receives such support," Patrushev stated.
He highlighted the contributions of the Agriculture Ministry, which "fights for industry funding," and the Finance Ministry, which "meets them halfway and finds the money."
In terms of concessional lending, Patrushev noted that dairy production will be prioritized from 2025, allowing producers to secure loans at lower interest rates. The reimbursement rate for direct costs was increased to 30% last year, and for regions with strong milk production, it was raised to 42%.
Concessional lending remains a vital support mechanism, according to Patrushev. He emphasized the need for significant state funding to meet obligations, with subsidies for concessional loans in the dairy sector nearly doubling to 57 billion rubles in 2025.
A governmental decree to continue funding concessional lending is in its final stages, with a quarter of the funding earmarked for dairy farming. New loans will have an annual rate of 8.3%.
Projections by the Agriculture Ministry suggest that Russian milk production will rise to 38.5 million tonnes by 2030, with preliminary data for 2024 indicating a production of 34 million tonnes, 200,000 tonnes more than in 2023.
