Shymkent Industries Expand Their Export Efforts
QazExportGarant, a subsidiary of the Baiterek holding company, provides export contract insurance and pre-export financing to enterprises. These tools are used by companies to cover non-payment risks and purchase raw materials before receiving payments from international buyers.
JSC Shymkent, active in the oil and fat sector for almost 80 years, processes about 150,000 tons of seeds annually. The plant processes sunflower, cotton, soybean, safflower, and rapeseed from the northern and eastern regions of Kazakhstan. In addition to vegetable oil, the company also produces meal, cake, and household soap.
Since 2015, the company has been operating a European refining line with a capacity of up to 300 tons per day. The product range also includes mayonnaise, sauces, and safflower oil. Shymkent's collaboration with QazExportGarant has been ongoing since 2018, with total insurance coverage reaching 28.5 billion tenge during this period. The current operating period accounts for 4 billion tenge.
According to the company’s vice president, Sanzhar Zholdiyarov, last year, the export of vegetable oils increased by 20%, totaling about 39,000 tons, with an additional 6,500 tons attributed to animal feed products. Exports account for 70% of the sales structure, while domestic consumption makes up 30%. Deliveries are made to Uzbekistan, Kyrgyzstan, Tajikistan, Afghanistan, Russia, Oman, and France.
Stroi Construction LLP has been operating for six years, encompassing 14 production facilities. The company produces galvanized lighting poles, metal profiles, pipes, and cable trays. Since 2025, it has been supplying aluminum alloys to China and Turkey, and in 2026 began shipping lighting poles to Central Asia and Russia.
Stroi Construction's cooperation with QazExportGarant started in 2025. The support volume, including pre-export financing and credit insurance, amounted to 6.1 billion tenge. According to company manager Yerdos Kurasbekov, after obtaining risk coverage, the company procured raw materials in bulk, achieved international certification, and launched new production lines. Production capacity doubled, and the annual metal processing volume reached 160-170 thousand tons.
Over the past eight months, QazExportGarant supported 78 enterprises with a total sum exceeding 514 billion tenge. Small and medium-sized businesses made up 63% of the total recipients. The amount of targeted support for Shymkent manufacturers over the same period reached 6.9 billion tenge.
