The federal budget will allocate 650 million rubles for the project, the republican budget will contribute 673 million, and an additional 248 million rubles will come from non-budgetary sources. The Ministry of Agriculture and Food of the Republic of Tuva has been appointed as the coordinator of 'Khoizhu'.

Farmers participating in the project will be able to receive grants for breeding sheep and goats. The republic also plans to establish sheep farming complexes with facilities for fattening, slaughter, and shearing animals.

According to the government of Tuva, the project aims to increase the breeding stock of small ruminants by 196,700 by 2032. Authorities describe this target as nearly a twofold growth compared to the current level. Additionally, 248 new economic entities are expected to emerge, and the number of ram-producer flocks is projected to grow from seven to 15.

The authorities describe 'Khoizhu' as a system to support agricultural producers within the sector. The stated directions include preserving traditional methods of breeding sheep and goats, as well as improving the economic efficiency of animal husbandry. The project aims to ensure the region's food security.

As of January 2026, farms in Tuva had 607,000 head of small ruminants. In the first half of the year, 291,000 lambs and kids were born in the republic—102% of the expected plan. The birth rate of young animals reached 82%, exceeding the planned 80%.

The region's breeding base includes 30 farms and 36 breeding herds. Six herds contain both types of animals. Farmers breed the Tuva short-fat-tailed sheep and the Soviet wool breed of goats.

In August, Rosselkhozbank announced plans to start constructing seven sheep farming complexes in Tuva from 2027 as part of 'Khoizhu'. At that time, the cost of the work was estimated at 320 million rubles. Information on a broader support package and measures for goat farming was not provided in that announcement.
