The Russian State Duma demands concrete solutions from the Ministry of Economic Development regarding the regulation of palm oil imports

The Chairman of the State Duma, Vyacheslav Volodin, expressed concern over the continuing increase in the volumes of palm oil entering the Russian market and being used in the food industry, especially in products for children. In this regard, he urged the Ministry of Economic Development (MED) of the Russian Federation to come up with "concrete solutions" to address this issue.

Vyacheslav Volodin reminded that the issue of using palm oil in food products has been raised multiple times in the State Duma. In particular, following the initiative of deputies, the preferential tax regime for palm oil was abolished, as it was previously taxed the same way as baby food. However, despite this measure, the volumes of import and usage of the product continue to increase.

"We see that palm oil is entering the market in larger volumes. It is used for the production of food products, especially those consumed by children—such as ice cream and candies. Let’s move this discussion towards concrete solutions," emphasized the Speaker of the State Duma, addressing Minister of Economic Development Maxim Reshetnikov.

The focus on the Ministry of Economic Development (MED) is due to the ministry's responsibility for foreign economic policy, as palm oil is an imported product. The ministry is expected to provide specific proposals to address the current situation. To thoroughly address the issue, Volodin suggested assigning it to the Committee on Control (responsible for interactions with the government) and the Committee on Family, Fatherhood, Motherhood, and Childhood, given the special social significance. Other relevant committees, including the Committee on Health Protection, will also be involved.

The key task of the upcoming work is to assess the health benefits or harms of this product, as well as to evaluate its quality characteristics. This could serve as the basis for further tightening or adjusting regulatory policies.
