Court Sentences Perm Resident for Embezzling 15 Million Rubles

A court in Perm Krai has sentenced a 54-year-old woman found guilty of embezzling 15 million rubles from the regional budget. The funds were allocated for the development of a dairy farm. The punishment is three years of suspended imprisonment and a fine of 300,000 rubles. The court decision was announced by the press service of the Ministry of Internal Affairs of Russia for Perm Krai.

In early 2021, the woman was an individual entrepreneur and managed a farming enterprise. She submitted an application to the regional Ministry of Agriculture for a subsidy to develop dairy farming. The application stated that the farm would breed cows and produce raw milk.

To support the farm, a grant of 15 million rubles was allocated to the entrepreneur. According to the agency, after receiving the funds, she did not use them for the declared purposes. The money was spent on personal needs instead of farm development and milk production.

Subsequently, the woman regularly submitted reports on the expenditure of funds and farm operations to oversight bodies. The investigation revealed that these documents did not reflect the actual use of the grant. The reports included falsified sales contracts intended to validate operations related to the project.

Furthermore, the documents contained false information about milk production volumes. Thus, the reports misrepresented the farm's activities and fulfillment of support conditions compared to what was established by the case materials. The Ministry of Internal Affairs did not specify which personal expenses were covered by the funds received.

The court imposed a sentence without actual imprisonment: the three years of imprisonment were replaced with a suspended sentence. Additionally, the convicted individual is required to pay a fine of 300,000 rubles. The amount of the grant awarded was 15 million rubles.
