China Updates Registration Rules for Foreign Food Producers

The General Administration of Customs of China (GACC) has announced new registration rules for foreign enterprises producing imported food products, which will take effect on June 1, 2026. These changes repeal the current GACC Order No. 248, as reported by Dairynews.today citing data from Russia's Agroexport.
China Updates Registration Rules for Foreign Food Producers

Main Changes:

1. Risk-Based Approach
   China is shifting fr om a fixed list of product categories to managing registration based on risk assessment, considering the country of origin, specific enterprise, and type of product. Importers will be assigned a risk level, which will determine registration methods, documentation requirements, and inspection procedures.

2. Registration Validity Period
   The registration period for foreign enterprises remains the same at 5 years, with the possibility of automatic renewal for another 5 years. Exceptions include cases wh ere:
   • The product is on the exception list, where renewal is not provided;
   • Enterprises rectify non-compliance issues;
   • Import of the relevant products is temporarily suspended.
   Additionally, the application period for registration renewal has changed—now it can be submitted 3–12 months before the current term expires.

3. Dynamic Product Catalog
   A product catalog is introduced, where registration is based on the official recommendation of the competent authority of the exporting country. GACC reserves the right to adjust registration requirements depending on risk assessment or changes in the safety of imported products.

4. List-Based Registration
   For countries with recognized food safety systems, the mechanism of list-based registration through the competent authority will be maintained.

These changes aim to simplify registration processes and enhance the safety of imported food products into China.
