Gecex Sets Zero Import Duty on Infant Formula

Brazil’s Executive Management Committee of the Chamber of Foreign Trade, known as Gecex, adopted the measure in Resolution No. 975. It covers infant formulas and preparations for enteral and oral nutrition classified under NCM code 2106.90.90, alongside contact lenses and other products.

The seven products in the nutrition group are intended for patients with specific dietary needs. These include people with cow’s-milk-protein allergy or lactose intolerance. Their import tariff will be set at 0% only while imports remain within the shared allowance of 1,422 tonnes.

The tariff mechanism operates under Annex IV of Gecex Resolution No. 272/2021, which provides temporary reductions for supply-related reasons. The framework is based on Resolution No. 49/19 of Mercosur’s Common Market Group, guidance from the Mercosur Trade Commission and decisions taken at Gecex meetings in May and June 2026.

The resolution assigns separate quotas and periods to the other products covered. Silicone-hydrogel and hydrogel contact lenses for myopia, hyperopia and astigmatism, classified under NCM 9001.30.00, have a joint quota of 61.3m units from January 1st to December 31st 2027. Sodium metabisulphite with a Na2S2O5 content of at least 98% has a quota of 24,650 tonnes from November 14th 2026 to November 13th 2027.

Granulated polyamide-6, used in plastic casings for cooked sausages, has an allowance of 2,600 tonnes from October 26th 2026 to October 25th 2027. The products eligible for each quota and the allocation process will be specified in a supplementary rule from the Secretariat of Foreign Trade at the Ministry of Development, Industry, Foreign Trade and Services.

Gecex signed the resolution on October 19th 2026. It was published on October 21st and took effect on the date of publication.
