Brazil’s Government Approves Mutumilk Tax Incentive Through July 2029
An Executive Declaratory Act published in Brazil’s Official Gazette on August 18 confirmed Mutumilk’s permanent eligibility for the federal programme. The document, signed by Federal Revenue auditor Caroline Silva dos Anjos, replaces the company’s provisional status after officials reviewed the earlier period and approved the technical assessments in administrative case 308793.6460657/2026.
Mutumilk, registered under CNPJ 02.943.114/0001-09, may claim presumptive credits linked to PIS/Pasep and Cofins under differentiated rates. Access to those credits depends on documented spending connected with technical assistance, genetic improvement and animal-health measures for the farmers supplying the company’s milk.
The Ministry of Agriculture and Livestock had previously approved the company’s investment project. Its implementation period runs from July 9 2026 to July 8 2029, during which Mutumilk is required to submit periodic reports on progress.
The tax treatment is subject to continuing compliance requirements. Article 4 of Executive Declaratory Act No. 1,324 requires the company to observe Decree No. 8,533 of 2015 and Federal Revenue Normative Instruction No. 2,121 of 2022 throughout the period in which it receives the benefit.
The authorization can be revoked if those conditions are not met. It also ends automatically when the project’s completion report is filed, without a further Federal Revenue decision. The agency’s tax-audit structure is responsible for overseeing the relevant stages.
The measure cites Law No. 10,593 of 2002 and specific Finance Ministry regulations as its legal basis, and took effect on the date of publication. Monitoring of the programme is carried out jointly by the Federal Revenue Service and the Ministry of Agriculture and Livestock.
