Brazil Initiates Review of Antidumping Measures on Powdered Milk Imports

On July 29, 2026, Brazil's Secretariat of Foreign Trade (SECEX) under the Ministry of Development, Industry, Commerce, and Services initiated an evaluation of the public interest related to antidumping measures on powdered milk imports from Argentina and Uruguay. The antidumping measures apply to both whole and skimmed milk powder, classified under various subitems of the Mercosur Common Nomenclature. The evaluation was prompted by GECEX Resolution No. 907, which initially imposed and simultaneously suspended the antidumping duties due to public interest considerations.

The domestic milk market in Brazil is experiencing high inflationary pressure, influenced by cost factors, climatic risks, and the social significance of milk, particularly for lower-income families. Argentina and Uruguay account for nearly all of Brazil's powdered milk imports, which necessitated a careful approach to avoid abrupt price or supply disruptions.

The ongoing assessment is supported by SEI Opinion No. 716/2026/MDIC, allowing SECEX to initiate such evaluations under exceptional circumstances. The review is conducted through two processes in the Electronic Information System (SEI), both initiated on July 15, 2026.

Interested parties are required to submit petitions via a legal representative registered with DECOM, using a digital signature. The evidentiary phase ends 20 days after the circular's publication, with a subsequent 10-day period for final submissions. Throughout the process, DECOM may request additional information from relevant parties.
