The dispute between the enterprises has been ongoing since 2023. The bakery demanded payment for delivered compound feed and a penalty for late payment. Tuloma raised counterclaims related to undelivered products, contractual penalties, and costs for laboratory checks of the feed.

Initially, LLC Belaya Vizha Bakery demanded 34.3 million rubles in principal debt and 12.9 million rubles as a penalty. In response, the state farm claimed 28.3 million rubles, later increasing the total claim to 94.4 million rubles.

In 2024, the court satisfied the bakery's main claim. For the counterclaim, approximately 200,000 rubles were recovered from Belaya Vizha for Tuloma. Considering mutual offsets, the state farm was initially indebted to the supplier for 46 million rubles. In 2025, the Thirteenth Arbitration Court of Appeal affirmed the decision, but the Arbitration Court of the North-Western District later nullified the lower courts' decisions and remitted the case for retrial.

Upon retrial in 2026, more than 35 million rubles were collected from GOUSP Tuloma in favor of the bakery, while 210,000 rubles were collected from Belaya Vizha for the agricultural enterprise. After offsets, the final amount was 34.8 million rubles. The decision may be appealed within a month from the date of the ruling.

The bakery was registered in Murmansk in 2015 and produces short-shelf-life bread and bakery goods. In 2025, its revenue amounted to 1.2 million rubles, with a loss of 23.8 million rubles. In 2023, the court heard its bankruptcy case upon the application of Ramenskiy kombinat khleboproduktov for 6.1 million rubles; later that year, the applicant withdrew the claims. Subsequently, Belaya Vizha filed for Tuloma's bankruptcy for 47.1 million rubles, but proceedings ceased due to the retrial of recovery claims.

GOUSP Tuloma was registered in 1994. The enterprise breeds dairy cattle and produces raw milk. In 2025, its revenue reached 674.2 million rubles, with a loss of 119.3 million rubles. Open sources indicate the state farm is a defendant in 36 legal cases totaling 125.2 million rubles. In one such case, the Murmansk company Business-Center achieved full recovery of a feed debt exceeding 18 million rubles.

Tuloma receives funds for settling overdue payments, including litigation debts, partly from the regional budget. In 2026, the state farm is allocated around 376 million rubles in subsidies, with over 70% already disbursed. In the first half of 2026, the enterprise produced 36% less milk and 32% less meat compared to the same period in 2025, as reported by the regional ministry of natural resources. At the end of September, the Murmansk Region prosecutor's office announced an inspection of cattle welfare, budget spending, and effectiveness of support measures for the state farm. Experts interviewed by RBC Murmansk stated that milk production in the region is less profitable than imports from Central Russia, but food security remains an argument for maintaining the enterprise and the industry.
