Arturo Medina Demands Investigation into Liconsa Chihuahua Contracts
Arturo Medina, a member of Mexico’s Congress, has asked federal authorities and auditing bodies to clarify alleged irregularities in Liconsa’s Chihuahua operations. His statement followed reports from the Superior Audit Office of the Federation (ASF) and media investigations concerning milk-collection contracts in the state.
The files associated with the administration of Gregorio Chávez Treviño, who headed Liconsa’s state representation, reportedly contain payments worth millions of pesos to people who had died. They also refer to transfers involving alleged suppliers that did not meet the programme’s regulatory requirements.
Other questioned payments concerned milk volumes for which there was no sufficient documentation of physical collection or transport. Medina said the reported findings warranted investigation and called for the authorities responsible for oversight to establish what happened to public funds allocated to support livestock production.
The allegations have been raised against the backdrop of financial difficulties among small and medium-sized dairy farmers in Delicias, Meoqui, Saucillo and southern Chihuahua. Producers in those areas are dealing with drought, higher feed costs and repeated delays in receiving the guaranteed price for milk delivered at the farm gate.
Medina urged the Secretariat of Public Administration and the Attorney General’s Office to pursue the inquiries and, where appropriate, seek administrative and criminal accountability for officials involved. He also requested a comprehensive, real-time audit of milk-collection centres across Chihuahua, including a review of delivery registers and checks that payments corresponded to fresh milk supplied by operating herds.
The legislator said the social milk-supply programme required safeguards against corruption and partisan use. He linked transparent government milk purchasing with economic certainty for farmers, the operation of guaranteed prices and the protection of a nutrition-supply scheme serving vulnerable families in the region.
