Russian Senate Agriculture Committee to Seek Continued Support for Small Farms
According to Dvoinykh, the committee participates in the budget process and monitors efforts to retain the program, which the senator considers proven effective. He described support for small farms as one of the committee's key priorities.
The senator explained that the focus on this category of producers stems from their vulnerability to changes in agricultural commodity and fuel prices, as well as logistics costs. In his assessment, small farms are the most sensitive to such fluctuations.
Small businesses account for around 40% of agricultural production in Russia, Dvoinykh said. He described farmers' demand for continued assistance as “enormous.”
The Federation Council has repeatedly asked the government to establish support for small agricultural businesses as a standalone federal program. According to the committee chairman, such a program was created in 2026. He noted that this gave farmers a protected allocation in the budget and the state program.
Dvoinykh also emphasized farmers' role in ensuring Russia's food security and preserving the traditional way of life of rural residents. He described rural areas as an important factor for a country of Russia's size.
