Assistance to Ukrainian farmers affected by the war

I recently wrote about a conference where the results of the joint project of the All-Ukrainian Agrarian Council (VAR) with the USAID AGRO Program were summarized. Today, as a result of this event, the All-Ukrainian Agrarian Council, on behalf of the agrarians affected by the war, appealed to the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine with a request to support the agricultural sector in the occupied and frontline regions.
Participants of the event formulated a list of initiatives that require legislative adoption:
- The adoption of Draft Law of Ukraine №11180-1 "On Amendments to the Civil Code of Ukraine Regarding Lending During Martial Law" concerning the prohibition of banks from collecting collateral or pledges for loans from enterprises whose production capacities are currently located in areas of active combat or temporarily occupied territories of Ukraine, as well as from individual guarantors of such loans.
- Introduction of targeted subsidies for agrarians working in areas of active and potential combat to pay rental fees to shareholders. This would allow the continuation of agricultural production in such areas, ensuring local food security in the face of threats to disrupt supply chains.
- Provide agricultural enterprises from the occupied and frontline regions with targeted subsidies to participate in auctions for the sublease of land plots owned by the state, leased by state companies (which according to the Law of Ukraine №3272 were formed by transforming state enterprises) and offered at land auctions. The size of the benefit should be calculated based on the amount of taxes, fees, and payments paid by the agricultural producer before the start of the full-scale invasion.
- Launch a compensation mechanism for damages inflicted on the Ukrainian agricultural business by the aggression of the Russian Federation. The first step should be to receive applications from affected legal entities to the International Register of Damages for Ukraine and the State Register of Property Damaged and Destroyed as a result of combat actions, terrorist acts, sabotage caused by the armed aggression of the Russian Federation against Ukraine.
