Updated Regulations on Dairy Cattle Importation into New York State

The New York State Department of Agriculture and Markets has issued a significant update to its temporary import requirements for dairy cattle entering the state. This revision particularly addresses the prevention of highly pathogenic avian influenza (HPAI), reflecting heightened biosecurity measures to safeguard the state's livestock industry.
Under the updated regulations, non-lactating cattle fr om states wh ere HPAI has been confirmed in cattle within 30 days of importation must undergo mandatory testing before entering New York. The specific requirements for non-lactating cattle over 18 months of age are as follows:
For Small Shipments (Up to 30 Cattle):
Each animal must be accompanied by a negative HPAI laboratory test report.
The test must be conducted within 10 days prior to the animal’s movement and performed at a National Animal Health Laboratory Network (NAHLN) approved facility.
For Large Shipments (31 or More Cattle):
At least 30 cattle in the group must have a negative HPAI test report, following the same testing protocol as smaller shipments.
Documentation Requirements
The test date, type, and results must be accurately recorded on the Certificate of Veterinary Inspection (CVI), which must accompany the cattle during their movement into New York.
The New York State Department of Agriculture and Markets emphasizes that other previously established importation requirements, introduced in April, remain in force. While no cases of HPAI have been detected in New York's livestock to date, the department strongly encourages farm operators to report any signs of illness in their animals immediately.
