Kazakhstan's Deputy Prime Minister Serik Zhumangarin discussed a phytosanitary control reform project with the Ministry of Agriculture, aimed at enhancing inspection efficiency and expanding digital capabilities to prevent the spread of dangerous diseases and pests.

This development, reported by Dairynews.today with reference to the Ministry of Agriculture's press office, addresses the phytosanitary certification of quarantine agricultural products exchanged between Kazakhstan and Russia.

According to the Kazakh Ministry of Agriculture, the primary areas of reform include increasing the number of specialists, upgrading equipment, and establishing modular and stationary laboratories at border checkpoints for rapid diagnostics.

"Currently, out of the 77 existing phytosanitary quarantine posts, five are not operational due to a lack of specialists, and 22 posts do not have assigned inspectors. Inspectors are instead dispatched from district or regional offices. There is a shortage of over 150 quarantine inspectors and more than a hundred territorial plant protection inspectors. Additionally, to ensure efficient operations, it is essential to establish modular or stationary laboratories at border checkpoints," said Deputy Minister of Agriculture Yermek Kenzhekhanuly.

The official added that 32 phytosanitary posts lack internet access, forcing staff to work with paper documents, which complicates border checks. The reform includes plans for digital integration of Kazakhstan's Unified Automated Management System (UAMS) with systems of the Eurasian Economic Commission and Russia, aiming to ensure transparency and traceability of product certificates and streamline verification.

Deputy Minister Baglan Bekbauov noted that a pilot module for tracking crop production in the UAMS system will be launched this year, with full implementation scheduled for next year.

Additionally, as reported by APK News, it was announced that the leadership of the Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) plans to hold discussions with Kazakhstan’s Ministry of Agriculture to address agricultural product movement issues.
