The proposed expansion of Riverview LLP’s West River Dairy in Minnesota has sparked opposition due to environmental concerns. The expansion would increase the dairy's capacity to 18,855 cattle, making it the largest in the state. The Minnesota Pollution Control Agency extended the comment period for the project until April 9.
Controversy Surrounds Proposed Expansion of Minnesota Dairy Farm

The expansion plan for Riverview LLP's West River Dairy near Morris, Minnesota, is drawing significant opposition. The proposal aims to increase the facility's capacity from 7,855 to 18,855 dairy cattle, resulting in a total of 26,397 animal units. This would make it the largest dairy operation in Minnesota, and the plan is currently under review by the Minnesota Pollution Control Agency (MPCA).

The MPCA has extended the public comment period on the environmental review of the project to April 9, allowing more time for community feedback. As of March 24, over 500 comments had been submitted, with many expressing concerns about potential environmental impacts, such as water usage and manure management.

Riverview LLP already operates three dairy farms in Stevens County and twelve across Minnesota. The proposed expansion has prompted groups like the Land Stewardship Project to call for a comprehensive environmental assessment, citing potential adverse effects on local water resources and independent dairy farms.

Stevens County Commissioner Ron Staples noted that while the expansion could strengthen the county's tax base, it may also raise concerns among residents. The project requires a conditional use permit and must pass through the Stevens County Planning Commission before reaching the County Board for final approval.

According to the USDA, dairy farm consolidation in the U.S. has led to fewer farms but larger herd sizes, a trend seen since the 1970s. In traditional dairy states, the number of farms has decreased significantly, while herd sizes have continued to grow.

Riverview's proposed expansion highlights the ongoing debate between the benefits of large-scale dairy operations and the preservation of smaller, independent farms. The outcome of the public comment period and subsequent decisions by the MPCA will play a crucial role in the project's future.
